2025年“联合国教科文组织—乌兹别克斯坦比鲁尼人工智能伦理问题科学研究奖”颁奖典礼于2025年11月6日在乌兹别克斯坦撒马尔罕举行。本次活动由乌兹别克斯坦艺术与文化发展基金会支持举办。3位获奖者因其在人工智能伦理领域的科学研究、国际合作和实际应用方面做出的杰出贡献而受到表彰。清华大学人工智能国际治理研究院
比鲁尼奖授予中国清华大学人工智能国际治理研究院,以表彰其结合卓越学术成果和切实政策影响,在推进人工智能伦理研究方面做出的杰出贡献。
I-AIIG
清华大学人工智能国际治理研究院(I-AIIG)成立于2020年,是中国人工智能伦理和治理领域学术研究和政策对话的前沿中心。研究院由薛澜教授领导,汇聚图灵奖得主姚期智等顶尖学者,整合多学科专业智慧,探讨在国家和国际层面塑造人工智能治理未来的关键议题。
人工智能国际治理研究院积极投入人工智能治理领域的研究、能力建设和多利益相关方合作。其旗舰项目包括促进全球人工智能政策和伦理问题对话的“人工智能合作与治理国际论坛”,以及支持青年创新者利用人工智能促进可持续发展目标的"AI促进可持续发展青年创造营”。这些倡议吸引了来自联合国系统、各国政府、学术界和私营部门的多方合作伙伴。
通过科研和国际伙伴关系,人工智能国际治理研究院致力推动包容、负责的人工智能治理模式,支持构建一个安全、公平、可持续的全球人工智能生态系统。

人权专家佩里(Susan Perry)教授和计算机科学家罗达(Claudia Roda)教授,因其在以青年为中心和前瞻性人工智能伦理方面所做的创新贡献共同获奖。她们的工作在研究、教育和社会包容间搭建桥梁。

Beruniy Prize - Meet the Laureates of the 2025 EditionThe 2025 Award Ceremony of the UNESCO-Uzbekistan Beruniy Prize for Scientific Research on the Ethics of AI took place on 6 November 2025 in Samarkand, Uzbekistan. Three Laureates were celebrated for their outstanding contribution to scientific research, international cooperation and practical application in the field of ethics of AI. I-AIIG
Established in 2020, the Institute for AI International Governance (I-AIIG) at Tsinghua University is a leading center for academic research and policy dialogue on the ethical and governance dimensions of artificial intelligence in China. Under the leadership of Professor Xue Lan and with the participation of distinguished scholars such as Turing Award laureate Andrew Chi-Chih Yao, the Institute brings together expertise from multiple disciplines to explore key issues shaping the future of AI governance at both national and international levels. I-AIIG actively contributes to research, capacity building, and multi-stakeholder collaboration in the field of AI governance. Among its flagship initiatives are the International AI Cooperation and Governance Forum, which fosters global dialogue on AI policy and ethics, and the U&AI Youth AI4SDG Bootcamp, which supports young innovators in using AI to advance the Sustainable Development Goals. Professors Susan Perry, human rights specialist, and Claudia Roda, computer scientist, were jointly awarded the Prize in recognition of their innovative work on youth-centred and anticipatory ethics of artificial intelligence, bridging research, education, and social inclusion.Perry&Roda
Since 2012, they have bridged their disciplines to examine digital technologies through a human rights lens. Their collaboration addresses critical issues in a variety of areas of research including privacy and data protection, surveillance, education, digital communication and media literacy, and ethical AI development and use.
Their work challenges conventional silos by integrating multiple perspectives: hardware with software, scientific research with policy-making, and innovation with societal values. Through research, advisory work, and teaching, they explore how technology profoundly shapes society and individual lives—emphasizing that these impacts cannot be understood in isolation.
Professors Roda and Perry bring established careers to this partnership, lending depth and credibility to their interdisciplinary approach. Their research encourages a crucial balance: advancing technological innovation while safeguarding citizens' fundamental rights. This holistic perspective has influenced students, policymakers, and practitioners navigating the complex intersection of technology and human dignity.
Professor Virgilio Augusto Fernandes de Almeida
Professor Virgilio Augusto Fernandes de Almeida, Professor Emeritus of Computer Science at the Federal University of Minas Gerais (UFMG) is awarded the Prize in recognition of his outstanding contribution to advancing ethical, inclusive, and human-centered approaches to artificial intelligence through scientific research and public policy.

As Brazil’s National Secretary for Information Technology Policies (2011–2015) and Chair of the Brazilian Internet Steering Committee (CGI.br), Professor Almeida helped shape both national and global internet governance and policy. He also chaired The Global Multistakeholder Meeting on the Future of Internet Governance (NETmundial) and served as a commissioner for the Global Commission for the Stability of Cyberspace. His leadership and scholarly contributions have earned him election to the Brazilian Academy of Sciences, the U.S. National Academy of Engineering, and the World Academy of Sciences. His current research bridges AI, algorithms, ethics, and governance, examining how algorithmic systems influence democracy and generate social and economic impacts that may deepen inequality. His books Governance for the Digital World (Palgrave Macmillan, 2020) and Algorithmic Institutionalism: The Changing Rules of Social and Political Life(Oxford University Press, 2023) advocate for the democratization of algorithms grounded in ethical principles, connecting digital governance to broader social transformations. In partnership with the Government of Uzbekistan, UNESCO established the UNESCO-Uzbekistan Beruniy Prize to recognize ethics of AI research, scientific cooperation and practical application at all levels. Named after renowned polymath Abu Rayhon Beruniy, a figure known for advancing scientific knowledge and cultural exchange, the Prize fosters scientific dialogue and international collaboration in the area of the ethics of AI. It is awarded biennially to three laureates - individuals, institutions, or organisations - whose research, policy contributions, or innovative approach and applications have significant impact on the development of the ethics of AI, contributing to the implementation of the principles outlined in the Recommendation on the Ethics of Artificial Intelligence. The first edition of the Prize will take place on 6 November 2025 in Samarkand, Uzbekistan, reinforcing UNESCO's mission to promote AI for the benefit of all humanity.
