Meituan has promoted Tony Qiu Guangyu, CEO of its international food delivery arm Keeta, to the group’s top decision-making body — the S-team.
The announcement came via an internal note from co-founder and Group CEO Wang Xing, who also revealed the addition of Xiao Fei, Head of Meituan’s Hardware & Software Services, to the same leadership group.
The S-team (short for Senior Team) is Meituan’s highest executive committee — modelled after Amazon’s S-team, which works closely with the CEO to define company-wide strategy and priorities. At Meituan, the S-team includes heads of major business lines and key functional units who collaborate with Wang Xing to drive long-term growth and innovation. Like Amazon’s structure, it reflects Meituan’s emphasis on cultivating internal talent and empowering operators capable of making cross-organisational, high-impact decisions.
Before Qiu and Xiao’s promotion, Meituan’s S-team consisted of six members:
- Wang Xing, Group CEO
- Mu Rongjun, Co-founder
- Wang Puzhong (no relation), CEO of Core Local Services
- Chen Shaohui, CFO
- Li Shubin, Head of Meituan Platform (middle platform)
- Guo Wanhuai, head of retail businesses and Wang Xing’s wife
The new appointments underscore the growing importance Meituan places on international expansion and hardware-software integration within its broader strategy.

Keeta is currently active in Hong Kong, Saudi Arabia, Qatar, Kuwait, and the UAE, and is set to launch in Brazil on 30 October. Meanwhile, Xiao’s Hardware & Software division is also going global – Keeta power banks have already launched in London, while Peppr, Meituan’s overseas POS and restaurant management system, is making inroads in the United States.

Dear colleagues,
At the beginning of 2020, on Meituan’s 10th anniversary, we announced the launch of the Leadership Development Programme. Through talent reviews, job rotations, and succession planning, the programme aims to support the growth of both our people and the company, continuously developing new generations of leaders.
Over the past five years, the programme has begun to show results. A significant number of managers have taken on major responsibilities, consistently delivered results, and grown through challenges and practice. Among them, 12 have been promoted to Vice President or higher. As of now, more than half of Meituan’s directors, senior managers, and technical experts have been promoted internally — including both graduates from our 15-year-old Campus Recruitment Programme and outstanding talents who joined us from other industries and excelled within the company.
I am pleased to share that Xiao Fei, Head of Hardware & Software Services, and Qiu Guangyu, Head of Keeta, will be joining the S-team.
Xiao Fei joined Meituan in February 2014 as a product manager for Meituan Delivery. In early 2016, he rotated to the Catering Ecosystem Platform, leading efforts to develop digital solutions for merchants. Starting in 2017, he became head of the SaaS Cashier Business Unit, where he continuously expanded product modules based on merchant needs and explored diverse sales models tailored to industry characteristics. After nearly a decade of work, Meituan’s restaurant SaaS business has become an industry leader. At the same time, he has actively recruited and developed top talent, grooming several senior managers—two of whom now lead business units themselves. Xiao Fei was promoted to Vice President in September 2023 and began overseeing Hardware & Software Services in April 2025.
Qiu Guangyu joined Meituan in May 2022, starting in the Home Delivery Business Group to explore international opportunities. He subsequently worked across Hong Kong, Saudi Arabia, and Brazil, leading the Keeta team from zero to achieving market breakthroughs. Guangyu has actively attracted top talent from both inside and outside the company, building an energetic, battle-tested, and diverse international team.
