Coal India Limited (CIL), the world’s largest coal producer, is inviting bids from interested EPC players for the development of 3 GW of solar PV projects across various potential states in India.

It defines the potential states as those with substantial solar power resources and existing or committed transmission systems, including the Inter-State Transmission System (ISTS) or at the state level. Tentative locations include Andhra Pradesh, Tamil Nadu, Karnataka, Rajasthan, and Madhya Pradesh, among others.

The broad scope of work includes design, engineering, supply and procurement, construction, erection, commissioning, and operation and maintenance (O&M) of grid-connected solar PV projects.

Bidders can quote any capacity from 200 MW to 3 GW, based on their capabilities. Selected companies will be expected to deliver a turnkey solution, including the supply of PV modules, along with land and balance of systems (BOS). Solar modules must be sourced from the Approved List of Models and Manufacturers (ALMM).  

Launched on September 2, 2025, with tender ID 2025_CILHQ_343032_1, the CIL call specifies September 16, 2025, as the last date for bid submission.  

A state-owned entity, CIL plans to achieve 9.5 GW of renewable energy capacity by 2029-30. To date, it has installed 210 MW capacity comprising rooftop and ground-mounted across its subsidiaries. It is currently in the process of identifying suitable locations with respect to energy yield and proximity to the ISTS network.  

In May 2025, it launched a call to seek prospective renewable energy buyers for the offtake of power from its 4.5 GW portfolio on a long-term basis. It comprised up to 3 GW of solar and 2 GW of wind energy (see Coal India Limited Seeks Fixed-Tariff Bids For 4.5 GW RE).
